AN ACT TO MAKE VARIOUS CHANGES TO THE ALCOHOLIC BEVERAGE LAWS OF THIS STATE.
Senate Bill 388: Qualifying Farmer Zoo Sales Tax Exemption
AN ACT TO EXPAND THE EXEMPTION FOR FARMERS TO INCLUDE CERTAIN SALES TO A QUALIFYING FARMER FOR A ZOO, TO EXEMPT QUALIFYING ITEMS FROM SALES TAX IF PURCHASED BY A WILDLIFE MANAGER FOR WILDLIFE MANAGEMENT ACTIVITIES, AND TO MAKE CHANGES TO THE PROPERTY TAXATION OF WILDLIFE CONSERVATION LAND.

AN ACT TO ALLOW JUDGES TO TEMPORARILY RENEW A DOMESTIC VIOLENCE PROTECTIVE ORDER UPON THE TIMELY FILING OF A MOTION TO RENEW A DOMESTIC VIOLENCE PROTECTIVE ORDER AND TO AMEND THE REQUIREMENTS FOR CUSTODY MEDIATION.
House Bill 674: Require DNA Various Convict'ns/Other Matters
AN ACT TO REQUIRE THAT A DNA SAMPLE BE OBTAINED FROM ANY PERSON WHO IS CONVICTED OR FOUND NOT GUILTY BY REASON OF INSANITY FOR COMMITTING VARIOUS ASSAULT AND DOMESTIC VIOLENCE OFFENSES AND TO REVISE THE LAW GOVERNING THE ASSISTANCE PROGRAM FOR VICTIMS OF RAPE AND SEX OFFENSES AND TO REVISE THE LAW GOVERNING REFUNDS FOR THE OVERPAYMENT OF EXCISE TAX AND TO REQUIRE REGISTERS OF DEEDS TO MAINTAIN BACKUP STORAGE MEDIA.

AN ACT TO RECODIFY AND CLARIFY THE STATUTES GOVERNING COMMON AREA ENTERTAINMENT PERMITS AND SOCIAL DISTRICTS AND TO CLARIFY A REAL PROPERTY OWNER DENIED WATER OR SEWER SERVICE TO PROPERTY SUBJECT TO AN ANNEXATION AGREEMENT BETWEEN LOCAL GOVERNMENTS IS ALLOWED TO SEEK OTHER SERVICE OR PETITION THE COURT FOR RELIEF
Senate Bill 470: ABC Technical and Other Changes
AN ACT TO MAKE TECHNICAL CHANGES TO S.L. 2021-150, ABC OMNIBUS LEGISLATION, TO MAKE OTHER CHANGES TO THE ALCOHOL LAWS, AND TO MAKE A CORRECTION TO THE NAME OF THE PROPANE TRADE ASSOCIATION.
House Bill 791: Lic. Counselors Compact/DHHS Contracting
AN ACT TO ESTABLISH AND ENTER INTO AN INTERSTATE COMPACT FOR THE PRACTICE OF PROFESSIONAL COUNSELING AND TO IMPLEMENT PROCEDURES FOR CONTRACT REFORM WITHIN THE DEPARTMENT OF HEALTH AND HUMAN SERVICES.
Senate Bill 265: Bond Info Transparency/LGC Toolkit II
AN ACT TO INCREASE THE TRANSPARENCY OF BOND REFERENDA BY REQUIRING ADDITIONAL DISCLOSURES BY UNITS OF LOCAL GOVERNMENT, TO MAKE CHANGES RECOMMENDED BY THE LOCAL GOVERNMENT COMMISSION TO STRENGTHEN THE SYSTEM FOR MONITORING THE FINANCIAL OPERATIONS OF LOCAL UNITS AND OVERSIGHT OF FISCALLY TROUBLED LOCAL UNITS, AS DIRECTED BY THE CURRENT OPERATIONS APPROPRIATIONS ACT OF 2021, AND TO AUTHORIZE CHARTER SCHOOLS TO PARTICIPATE IN THE STATE TREASURER'S ANCILLARY GOVERNMENTAL PARTICIPANT INVESTMENT PROGRAM.
Governor Cooper made the following statement on HB 674:
"Victims of sexual assault deserve access to a rape kit without being further victimized by being charged for it. This new law will also strengthen the state’s DNA database used to catch criminals by including domestic violence and assault crimes."
