Kinston City Council selects Rhonda Barwick as the new City Manager

On Tuesday night’s city council meeting, the council selected Rhonda Barwick as its new City Manager. Barwick has worked with the city of Kinston for 28 years.

“I want to personally thank the Mayor, City Council and our employees who have supported me during my interim role and continue to work everyday for our community,” said Barwick. “They are true public servants who put Kinston's best interest first.”

Barwick has served as the interim city manager since August 2021 after former city manager Tony Sears resigned.

“Now taking the position permanently means I can continue to work with department heads to build on what we've accomplished so far and continue to push Kinston forward,” said Barwick.

Barwick has served the city as a city clerk and the director of Public Services.

“This was an unanimous decision made by the City Council following a national search that included more than fifty applicants,” said Councilmember Chris Suggs on a Facebook post. “This appointment is effective immediately.”

Barwick proposed a 2022-2023 balanced budget without a tax increase or utility rate increase and was able to set funds aside to continue the city’s efforts to build general fund balance.

“Kinston hasn't slowed down during this past year,” said Barwick. “We have implemented much needed salary adjustments for our full time and part time staff.”

With Barwick as the city manager other department head positions that are vacant can be filled.

“I'm looking forward to working with our great professional staff and also recruiting new members,” said Barwick. “I will begin recruitment soon for a Planning Director, Police Chief and now a Public Services Director.”
